Study on the Influencing Factors and Countermeasures of New Rural Talents’ Participation inRural GovernanceEmpirical Analysis Based on Ping’an District of Haidong City

  • Objective/Meaning  The main body of rural governance is evolving toward a “single core, multiple actors” model, with the new rural talents emerging as a vital force in advancing the rural development. Aiming at the problem that the existing research pays insufficient attention to the special factors influencing the governance participation of new rural talents in ethnic minority regions, the key factors affecting their participation in governance were explored, with the aim of promoting the good rural governance.
    Methods/Procedures  Based on the theory of group dynamics, 432 questionnaires collected in Ping’an District, Haidong City, Qinghai Province were used as the data, and the structural equation model was used for the empirical analysis.
    Results/Conclusions  The study found that the four elements of group dynamics (group structure, group atmosphere, group norms, and group cohesion) all had a positive impact on the participation effect. The partial mediating effects were observed in all the four pathways: “group structure → participation behavior → participation effect”, “ group atmosphere → participation behavior → participation effect”, “group norms → participation behavior → participation effect” and “group cohesion → participation behavior → participation effect”. Accordingly, the relevant policies should be formulated, and the measures such as strengthening organizational construction and fostering a favorable governance environment should be implemented, thus to enhance the effectiveness of new rural talents’ participation in the rural public governance and promote the rural development in ethnic regions.
