Economic Analysis on Development Rights System Innovation of Tradable Cultivated Land in China

This paper summarized the situations of the cultivated land development rights system in China, and analyzed the economic efficiency of cultivated land allocation after development rights system of tradable cultivated land had achieve innovation in China. The results showed that the optimal allocative efficiency of cultivated land could not be achieved in the existing allocative mechanism, and it could be achieved by bring in and innovate the market exchange mechanism.
