Research on the Historical Context Combing and the High-quality Development Countermeasures for the Integration of Agricultural Science and Technology Between Fujian and Taiwan

  • Objective/Meaning The historical context of the integration of agricultural science and technology between Fujian and Taiwan was sorted out, and its development achievements and existing problems were analyzed, so as to provide references for promoting the high-quality integration of agricultural science and technology between the two regions, building the “first home for Taiwan compatriots and enterprises to land on the Chinese Mainland”, and serving the rural revitalization.
    Methods/Procedures  Based on the relevant policies and academic documents of both sides of the Taiwan Strait, the integration process was divided into four stages according to the dimensions of cooperation forms and integration depth. Then, the characteristics of each stage were extracted and the existing problems were analyzed.
    Results/Conclusions The study showed that the integration of agricultural science and technology between Fujian and Taiwan has established a platform system with 14 national-level Taiwan Farmers’ Entrepreneurship Parks as the core, achieving such outcomes as technology spillover, industrial upgrading and innovation capacity improvement. However, it was confronted with the problems such as insufficient collaborative R&D of core technologies, barriers to factor flow, and weak endogenous driving force of the platforms. Finally, the countermeasures and suggestions were put forward, including constructing the collaborative innovation community, strengthening the market and innovation-driven development, optimizing the factor allocation, and innovating the industrial integration models, so as to promote the transformation of integration toward quality improvement and systematic integration.
