Discussion on the Improvement of Rural Human Settlement Environment in Jinjiang City Under the Background of Rural Revitalization

摘要: 【目的/意义】目前我国正处于实施乡村振兴战略的重要阶段，农村人居环境治理工作是农村工作中的重点，是实现高水平、高层次乡村振兴的重要一环。通过分析晋江市在治理农村人居环境问题中的取得成效和尚未解决、改善的问题，探索更为有效的治理农村人居环境问题的有效手段，为其他地区的农村人居环境整治提供借鉴。【方法/过程】以福建省晋江市的16个乡镇(街道)的76个试点村(社区)为研究对象，运用问卷调查法、文献调研法等研究方法，对晋江市农村的人居环境展开实地调查，研究晋江市在农村人居环境整治取得的成果和存在的问题。【结果/结论】分析发现，晋江市政府通过环境整治、设施配套、规划建设等措施有效提升了当地农村人居环境的治理水平，但也存在着村容建设同质媚俗、环境治理主体错位等问题。据此提出将村容建设与地方文化特色相结合，并调动村民参与环境治理的积极性等建议。Abstract: 【Objective/Meaning】At present, China is in an important stage of implementing thestrategy of rural revitalization. The improvement of rural human settlement environment is the focus of rural work and an important link of realizing the high-level and high-level rural revitalization. By analyzing the achievements and unresolved and unimproved problems in the improvement of rural human settlement environment in Jinjiang City, the more effective means of governing the rural human settlement environment were explored in this paper, thus to provide reference for the improvement of rural human settlement environment in other areas.【Methods/Procedures】By taking the 76 pilot villages (communities) of 16 towns (subdistrict offices) in Jinjiang City of Fujian Province as the research object, and using the methods such as the questionnaire survey method and literature research method, the field investigation on the rural human settlement environment of Jinjiang City was carried out, and he achievements and existing problems in theimprovement of rural human settlement environment in Jinjiang City were studied.【Results/Conclusions】The analysis showed that the government of Jinjiang City has effectively improved the governance level of local rural human settlement environment through the environment renovation, supporting facilities, planning and construction, but there were also some existing problems such as the homogeneity of village appearance construction and the dislocation of environmental governancesubject. On this basis, some countermeasureswere put forward, such as combining the village appearance construction with the local cultural characteristics, and arousing the enthusiasm of villagers to participate in the environmental governance, etc.
