四川省农业科技创新能力评价及影响因素研究

Evaluation and Influencing Factors of Agricultural Scientific and Technological Innovation Ability in Sichuan Province

      目的/意义  农业科技创新是推进农业现代化的重要推动力,通过对四川省农业科技创新能力进行评价,进一步研究影响农业科技创新能力的影响因素,为推进农业农村现代化提供借鉴。
      方法/过程  从农业科技创新投入能力、产出能力、支撑能力和可持续发展能力4个维度入手,选取22个指标构建农业科技创新能力评价指标体系,采用熵权TOPSIS法和灰色关联分析法进行实证分析。
      结果/结论  结果显示:(1)2007—2020年,四川省农业科技创新能力呈上升趋势,大致经历了低级、中级和优质的三阶段演变历程;(2)经费投入、人力投入和科技成果产出对农业科技创新能力影响相对显著。基于此,提出强化农业科技经费投入、加强农业科技人才投入、提升农业科技产出效益等对策建议。

     

    Abstract:
      Objective/Meaning  Agricultural scientific and technological innovation was an important driving force to promote the agricultural modernization. Through evaluating the agricultural scientific and technological innovation ability in Sichuan Province, the influencing factors of agricultural scientific and technological innovation ability were further studied to provide reference for promoting the modernization of agriculture and rural areas.
      Methods/Procedures  Starting from the four dimensions of the input capacity, output capacity, supporting capacity and sustainable development capacity of agricultural scientific and technological innovation, 22 indexes were selected to construct the evaluation index system of agricultural scientific and technological innovation ability, and the entropy weight TOPSIS method and grey correlation analysis method were used for the empirical analysis.
      Results/Conclusions  The results showed that: (1) From 2007 to 2020, the agricultural scientific and technological innovation ability of Sichuan Province showed an upward trend, and had roughly experienced three stages of evolution: low-level, medium-level and high-quality; (2) Fund input, human input and the output of scientific and technological achievements had a relatively significant impact on the agricultural scientific and technological innovation ability. On the basis of this, some countermeasures and suggestions were put forward, such as strengthening the investment of agricultural science and technology funds, strengthening the investment of agricultural science and technology talents, and improving the output effect of agricultural science and technology.
