Study on the Construction of Grape Garden Complex with Harmonious Coexistence Between Man and NatureTheoretical Framework, Practical Dilemmas and Fu’an Pathways

    目的/意义 在耕地保护与农业高质量发展双重约束下,以“生产—生活—生态”协同为理论分析框架,系统诊断福建省福安市葡萄产业的多维困境,并据此提出构建“人与自然和谐共生葡萄园地综合体”的系统优化路径,为同类地区特色农业转型与政策协同提供借鉴。
    方法/过程 基于2023—2024年在福安市开展的实地调研(涵盖农户、合作社、企业及政府部门的问卷与访谈),结合统计数据,运用描述性统计与案例分析,在“三生”协同框架下对福安葡萄产业的生产结构、土壤状况、经营效益及政策应对展开系统分析。
    结果/结论 结果显示,福安葡萄产业在生产、生态、社会政策等层面面临复合型挑战:生产体系单一,表现为品种结构趋同与土壤酸化问题突出;生态约束加剧,表现为土壤板结与地力退化;社会政策维度复杂,耕地“非粮化”矛盾与三产融合滞后相互交织。传统的单一技术或管理措施难以系统性应对这些问题,应以“人与自然和谐共生”理念为统领,通过构建“葡萄园地综合体”,实施生产系统生态化、产业链条融合化、经营机制共享化、数字技术赋能化等协同路径,将套种、土壤改良等具体技术措施嵌套于整体系统优化之中,从而实现产业增效、生态改善、农民增收与政策合规的多重目标,为县域生态经济发展提供可操作的样板。

     

    Abstract:
    Objective/Meaning  Under the dual constraints of cultivated land protection and high-quality agricultural development, the “Production-Living-Ecology” (PLE) synergy was taken as the theoretical analysis framework, and the multi-dimensional dilemma of grape industry in Fu’an City of Fujian Province was systematically diagnosed. Based on this, the systematic optimization pathways for building a “Grape Garden Complex with Harmonious Coexistence between Man and Nature” were put forward, in order to provide reference for the synergistic transformation of characteristic agriculture and policy compliance in the similar regions.
    Methods/Procedures  Based on the field research carried out in Fu’an City from 2023 to 2024 (covering questionnaires and interviews with farmers, cooperatives, enterprises and government departments), combined with the statistical data, the descriptive statistics and case analysis were used to systematically analyze the production structure, soil conditions, operating efficiency and policy response of Fu’an grape industry under the PLE synergy framework.
    Results/Conclusions  The results showed that the grape industry in Fu’an was facing complex challenges in production, ecology and social policy, including a singular production system (convergence of variety structure and the prominent problem of soil acidification), prominent ecological constraints (soil compaction, acidification), and complex social policy dimensions (contradiction of “non-grain” use of cultivated land, lagging integrated development of primary, secondary, and tertiary industries). The traditional single technology or management measures were difficult to systematically deal with these problems. Under the guidance of the concept of “harmonious coexistence between human and nature”, the “Grape Garden Complex” should be constructed through implementing the collaborative pathways such as the ecologicalization of production system, the integration of industrial chains, the sharing of management mechanism, and the empowerment of digital technology. The specific technical measures (e.g., intercropping, soil improvement) should be nested within the overall system optimization, thus to achieve the multiple goals of industrial efficiency, ecological improvement, farmers’ income increase and policy compliance, which provided an operational model for the development of county-level ecological economy.
