Objective/Meaning  Promoting the high-quality integrated development of the three industries is an important measure to implement the strategy of comprehensive rural revitalization, and also an effective initiative in line with the “holistic agricultural development perspective”. It aimed to explore how to effectively promote the integration of rural primary, secondary and tertiary industries under the background of high-quality agricultural development, in order to provide the theoretical reference and practical guidance for improving the overall competitiveness of rural industries, building a new pattern of urban-rural integration and development, and promoting the farmers’ income growth and prosperity.

Methods/Procedures  Through the methods of field research in combination with literature review, the internal logical relationship between the high-quality agricultural development and the integration of rural three industries was systematically sorted out. Then, the practical difficulties and bottlenecks faced by the current integration of rural three industries were analyzed, and on this basis, the realization path and some development countermeasures for the integration of rural three industries were put forward.

Results/Conclusions  The results showed that in order to achieve the high-level and high-quality green development transformation, it was necessary to establish a modern agricultural production concept with global thinking, give full play to the advantages of urban-rural integration, and effectively reflect the value of diversified utilization. The practical dilemma of rural three-industry integration was mainly manifested in the lack of in-depth integration level and imperfect main body development, which hindered the in-depth development of rural three-industry integration. The main constraints were reflected in the three aspects: factor supply, link skills and interest linkage mechanism. Accordingly, the development countermeasures were put forward, including creating a county-level characteristic agricultural development cluster according to the local conditions, strengthening the support system for the integration of the three industries, forming a development pattern with complementary advantages of multi-factor linkage, focusing on the mechanism innovation and the training of rural entrepreneurial talents, and establishing a multi-industry integration framework with farmers as the core, thus to provide the decision-making reference for strengthening the integration development of rural three industries and the construction of modern agriculture and rural areas.
