乡村振兴发展水平测度、区域差异及演变趋势分析以福建省为例

Analysis on the Measurement, Regional Differences and Evolution Trends of Rural Revitalization Development LevelA Case Study of Fujian Province

    目的/意义 乡村振兴战略是解决“三农”问题的总抓手,也是实现共同富裕的重要途径,通过构建乡村振兴评价体系并整合动态测度方法,系统评估福建省乡村振兴发展水平,深入探究其区域差异及演变趋势,为优化区域乡村振兴策略提供科学依据与决策参考。
    方法/过程 文章从5个维度选取21个二级指标构建乡村振兴评价体系,整合了一种基于熵权—G1序关系法、TOPSIS法、最小方差法的新动态测度方法,并通过核密度分析,障碍度模型和马尔科夫链,对福建省九地市2000—2023年乡村振兴发展水平、区域差异及演变趋势进行探究。
    结果/结论 结果显示:(1)研究期内,福建省乡村振兴发展水平整体呈上升态势,呈现出福州、厦门领跑,其他市域紧随其后的发展格局;(2)人均农业机械总动力、农业劳动生产率等始终是制约全省发展的核心障碍因子;(3)福建省生态治理需求随乡村发展阶段升级而凸显,乡村振兴水平演变具有强惯性。基于上述结论,提出重点破解产业共性瓶颈,缩小区域发展差距,动态优化治理策略等建议,以推动全省乡村振兴高质量协同发展。

     

    Abstract:
    Objective/Meaning  The strategy of rural revitalization is the general starting point for solving the problems of agriculture, rural areas and farmers, and also an important way to achieve common prosperity. The purpose of this paper is to systematically evaluate the level of rural revitalization and development in Fujian Province by constructing an evaluation system for rural revitalization and integrating the dynamic measurement methods, and to explore its regional differences and evolution trends, so as to provide scientific basis and decision-making reference for optimizing the regional rural revitalization strategies.
    Methods/Procedures 21 secondary indicators from five dimensions were selected to construct the evaluation system of rural revitalization, and a new dynamic measurement method was integrated based on the entropy weight-G1 order relation method, TOPSIS method and minimum variance method. Through the kernel density analysis, obstacle degree model and Markov chain, the development level, regional differences and evolution trend of rural revitalization in nine prefecture-level cities of Fujian Province from 2000 to 2023 were explored.
    Results/Conclusions The results showed that: (1) During the study period, the overall development level of rural revitalization in Fujian Province showed an upward trend, forming a development pattern where Fuzhou and Xiamen took the lead, with other prefecture-level cities following closely. (2) The total power of agricultural machinery per capita and agricultural labor productivity have always been the core obstacle factors restricting the development of the province. (3) The demand for ecological governance in Fujian Province has become increasingly prominent,with the upgrading of rural development stages, and the evolution of rural revitalization level exhibited strong inertia. Based on the above conclusions, the countermeasures were put forward, such as focusing on solving the common bottlenecks of industries, narrowing the gap of regional development, and dynamically optimizing the governance strategies, so as to promote the high-quality coordinated development of rural revitalization in the whole province.
