Problems of Agriculture Cooperation and the Crack Path between Taiwan and China Mainland after the implementation of ECFA

摘要: ECFA实施以来，两岸农业合作发展很快，并从单纯的农产品贸易转向农业项目投资和资源开发。但因历史和现实原因，两岸农产品贸易和农业合作还存在许多问题和障碍，如ECFA项下清单数量过少，双方贸易的不平衡和准入条件的不对等，导致农业合作的前景受到制约。两岸农业合作的路径可选择由ECFA逐步过渡到WTO规则，ECFA实施范围进一步扩大，多箭齐发打破两岸农业合作不平衡的状况，开拓两岸农业合作未来的空间。Abstract: After signed, ECFA has great effect on the development of agricultural cooperation in both sides. Meanwhile, the mode has transferred from trades of agricultural products to investments of agricultural projects and resource exploitation. However, because of the causes of history and reality, there is a wide range of problems and barriers in the trades of agricultural products and the agricultural cooperation. For example, the amount of inventory is excessively low and the balance between the trades in mainland and Taiwan has been broken. Unequal access also has some problems. It actually makes restrictions on the prospects of agricultural cooperation. The access in agricultural cooperation in both sides can gradually transfer from ECFA to WTO roles. If ECFA enlarge the scope of implementation, it will broke the imbalance between the agricultural cooperation in both sides of the Taiwan Straits, exploiting the space in the future of agricultural cooperation in both sides of the Taiwan Straits.
