浙台农民用水者协会组织管理模式比较与启示

Comparison and Enlightenment on the Organizational Management Mode of
Water Users Association between Zhejiang and Taiwan

摘要: 农民用水者协会（水利会）组织被认为是一种有效的农村基层水利管理模式。然而，在实际运用过程中很多农民用水者协会并没有充分发挥其积极作用。该文以台湾云林水利会和浙江诸暨白塔湖水利会为例，总结分析比较了浙台两地农民用水者协会的组织管理模式、运作方式、经费来源、管理绩效和实践经验等，并对大陆健全和完善农民参与式组织和管理提出相应政策建议。

Abstract: Water Users Association (WUA) is considered as efficient irrigation organizations. However, many existing Water Users Associations can’t give full play to positive role in Chinese Mainland. The paper summarized the experiences of the typical water commissions in Taiwan and Zhejiang respectively. The model of organization and management, mode of operation, financial resources, management performance and practical experience of Water Users Association between Taiwan and Zhejiang were compared. And some policy suggestions to improve the farmer participatory management in Chinese Mainland were put forward.
