Abstract: This paper summarizes the development of carbon trading market, points out the characteristics of domestic and overseas carbon trading market, analyzes the favorable conditions in the aspects of policy, economy, location, transportation, finance, information and fundamental research.Then, the strategies are put forward from the aspects which including construction principles, framework design, system construction, transaction process, organization structure.
