Abstract: In the development process of tourism, purchase is a weak part in the six parts such as food, lodging, line, wandering, purchase and entertainment, and the exploitations of scenic spots deviate the longtime goal of tourism, which are the two main issues being confronted. This paper analyzed these problems by using theories and methods of property rights economics, and put forward the measures promoting the development of tourism.
