Abstract: Under the command of the scientific development concept, basic approaches to build long-term mechanism for promoting scientist and technician to develop enterprise were shown below: a coordination mechanism for scientist and technician serving company; an ecological operating mechanism; social psychological mechanisms; incentive and restraint mechanisms; support and assurance mechanisms.
