Objective/Meaning Local culture is the soul of the construction of beautiful countryside, providing spiritual guidance for the construction of beautiful countryside and promoting the coordinated progress of rural material civilization and spiritual civilization.

Methods/Procedures Through literature research and analysis, this study aims to explore the value implications of empowering local culture and promoting the construction of beautiful rural areas. It analyzes the practical challenges of empowering local culture and promoting the construction of beautiful rural areas, and proposes corresponding countermeasures and suggestions.

Results/Conclusions Studies indicate that the current empowerment of rural culture faces practical dilemmas, including lagging rural cultural construction, biased social cognition, scarcity of outstanding rural talents, and insufficiency of relevant safeguard mechanisms. This paper proposes that countermeasures and suggestions for empowering the construction of harmonious and beautiful countryside through rural culture should be explored from four aspects: optimizing rural cultural construction, reshaping public cognition, cultivating rural talent echelons, and improving policy and institutional systems.
