Objective/Meaning  Through the systematic research, the core position of local culture as the soul of the construction of harmonious and beautiful countryside was clarified, and how to effectively play the leading role of local culture spirit was solved, in order to promote the coordinated development of material civilization and spiritual civilization in the construction of harmonious and beautiful countryside.

Methods/Procedures  Through literature research and analysis, the value implication of empowering the construction of harmonious and beautiful countryside through rural culture was explored. Then, the realistic dilemma of empowering the construction of harmonious and beautiful countryside through rural culture was analyzed. Last, the corresponding countermeasures were put forward.

Results/Conclusions  The research showed that there were some practical difficulties in the current empowerment of rural culture, such as the lag of rural cultural construction, the deviation of social cognition, the scarcity of excellent rural talents and the lack of relevant safeguard mechanisms. Therefore, the countermeasures and suggestions for empowering the construction of harmonious and beautiful countryside through rural culture should be explored from the four aspects of optimizing the construction of rural culture, reshaping the cognition of social public, cultivating the rural talent echelon, and improving the policy system.
