Objective/Meaning  The construction of beautiful fishing villages empowered by marine culture is an important practice of rural revitalization strategy. Exploring the internal mechanism and practical approach of the construction of beautiful fishing villages empowered by marine culture is of great significance for stimulating the vitality of fishing villages and providing reference experience for the similar areas.

Methods/Procedures  By taking X Village in Dongshan County of Fujian Province as an example, the methods of literature research, case analysis, field investigation and in-depth interviews were comprehensively used to analyze the internal mechanism and practical effect of marine culture empowering the beautiful fishing villages. Then, the targeted paths were put forward.

Results/Conclusions  The research showed that the marine culture could empower the construction of beautiful fishing villages from the five dimensions of industry, ecology, rural style, governance and life. Village X has achieved remarkable results in the construction of beautiful fishing villages empowered by marine culture, but it also faced challenges such as the need to deepen the understanding of cultural values, the lack of driving effect of cultural empowerment, the lack of cultural integration in the transformation of human settlements, and the limited level of governance modernization. In view of this, the corresponding practical approaches were put forward from four dimensions, including enhancing the cultural attention degree, building the industrial synergy pattern, improving the quality of human settlements in fishing villages and promoting the modernization of rural governance.
