闽台农业科技融合发展的历史脉络梳理与高质量发展对策

Research on the Historical Context Combing and the High-quality Development Countermeasures for the Integration of Agricultural Science and Technology Between Fujian and Taiwan

    目的/意义 梳理闽台农业科技融合历史脉络,剖析发展成效与问题,为推动两地农业科技高质量融合、打造“台胞台企登陆第一家园”及服务乡村振兴提供参考。
    方法/过程 基于两岸相关政策与学术文献,按合作形式、融合深度等维度,将融合历程划分为4个阶段,提炼各阶段特征,分析现存问题。
    结果/结论 研究认为,闽台农业科技融合已构建以14个国家级台湾农民创业园为核心的平台体系,实现技术溢出、产业升级与创新能力提升等成效,但面临核心技术协同研发不足、要素流动壁垒、平台内生动力薄弱等问题。最后,提出通过构建协同创新共同体、强化市场与创新驱动、优化要素配置、创新产业融合模式等对策建议,推动融合向质量跃升、系统集成转型。

     

    Abstract:
    Objective/Meaning The historical context of the integration of agricultural science and technology between Fujian and Taiwan was sorted out, and its development achievements and existing problems were analyzed, so as to provide references for promoting the high-quality integration of agricultural science and technology between the two regions, building the “first home for Taiwan compatriots and enterprises to land on the Chinese Mainland”, and serving the rural revitalization.
    Methods/Procedures  Based on the relevant policies and academic documents of both sides of the Taiwan Strait, the integration process was divided into four stages according to the dimensions of cooperation forms and integration depth. Then, the characteristics of each stage were extracted and the existing problems were analyzed.
    Results/Conclusions The study showed that the integration of agricultural science and technology between Fujian and Taiwan has established a platform system with 14 national-level Taiwan Farmers’ Entrepreneurship Parks as the core, achieving such outcomes as technology spillover, industrial upgrading and innovation capacity improvement. However, it was confronted with the problems such as insufficient collaborative R&D of core technologies, barriers to factor flow, and weak endogenous driving force of the platforms. Finally, the countermeasures and suggestions were put forward, including constructing the collaborative innovation community, strengthening the market and innovation-driven development, optimizing the factor allocation, and innovating the industrial integration models, so as to promote the transformation of integration toward quality improvement and systematic integration.
