Abstract:
Objective/Meaning By constructing the scientific and technological personnel in agricultural public welfare scientific research institutions, it was expected to provide scientific basis and decision-making reference for the evaluation of relevant scientific and technological personnel.
Methods/Procedures The classification, evaluation elements and standards, and evaluation index system of scientific and technological personnel in the agricultural public welfare scientific research institutions were discussed and established, and an agricultural public welfare scientific research institution A was selected as a practical pilot for the performance evaluation of scientific and technological personnel, in order to evaluate the rationality of the evaluation indexes.
Results/Conclusions The results showed that the research was based on the principle of combining reliability and utility, the principle of combining performance and economy, and the principle of combining generality and individuality. Through the quantitative design of stationarity indexes and the classification design of quantitative indexes, the performance evaluation index system for the scientific and technological personnel in agricultural public welfare scientific research institutions was constructed, and the quantitative evaluation on the qualitative work such as public duty performance and post duty performance of scientific and technological personnel was realized.
