新乡贤参与乡村治理的路径探析以福建省大田县为例

The Path Analysis on New Rural Sages Participating in Rural GovernanceA Case Study of Datian County, Fujian Province

      目的/意义  乡村振兴,人才是关键。新乡贤从传统“乡绅”发展而来,在基层治理现代化建设的新时期依然蕴藏巨大能量,为乡村治理提供人才动力。
      方法/过程  通过文献查阅、政策研究和实地调研等方法,归纳学界已有关于新乡贤的研究成果,梳理国家颁布的诸多鼓励新乡贤参与治村的政策文件,并分析新乡贤与村干部在乡村治理过程中,两者治理目标的一致性和职能、效用的互补性。
      结果/结论  研究显示,新乡贤参与乡村治理从理论走向实践,福建省大田县设计并执行的“乡贤回引”工作路径在实践中取得良好成效,但也存在一些问题。该文以问题为导向,提出构建国家行政力量和基层自治力量共同参与的新乡贤参与治村的长效吸纳机制和有效激励机制。

     

    Abstract:
      Objective/Meaning  Talents are the key to rural revitalization. The new rural sages, developed from the traditional “squire”, still contain great energy in the new period of grass-roots governance modernization and provide talent power for rural governance.
      Methods/Procedures  Through literature review, policy research and field research method, inductive the existing academic research about the new rural sages, combing countries issued many encouraging new rural sages participation in village policy documents, and analyze the new rural sages and village cadres in the process of rural governance, Consistency of objectives and complementarities of functions and utility.
      Results/Conclusions  The study shows that the new rural sages’ participation in rural governance has turned from theory to practice, and the work path of “bringing back sages” designed and implemented in Datian County of Fujian Province has achieved good results in practice. But there are also some problems. Base the problems, this paper put forward to build a long-term absorption mechanism and effective incentive mechanism for the new rural sages to participate in the rural governance with the participation of national administrative force and grass-roots self-governing force.
