Objective/Meaning  By exploring the role and mechanism of rural industrial revitalization on inhibiting the scale return to poverty, it could provide reference for the policy design of eliminating the scale poverty-returning in the areas of poverty alleviation.

  Methods/Procedures  Firstly, the factors that were more likely to cause the scale return to poverty were analyzed, and then the possibility that the industrial revitalization could inhibit the scale return to poverty were verified through the examples. Furthermore, the logical path of “mechanism construction-industrial revitalization-inhibiting the scale return to poverty” was formed by proposing the long-term mechanism to promote the revitalization of rural industries.

  Results/Conclusions  Last, the countermeasures were put forward including forming the resultant force of county industries from coordinating the government and social forces, exploring the development path for the integration of three industries to develop the ecological industrialization, and focusing on the industrial digitization to cultivate the digital talents, so as to build the long-term mechanism for inhibiting the scale return to poverty with the rural industrial revitalization.
