新型职业农民制度的建设现状与完善思路基于多国经验的借鉴

Consturction Status of New Professional Farmers System and Its Improvemet IdeasBased on the Experience of Many Countries

      目的/意义   借鉴农业发达国家职业农民制度建设的经验,有助于我国加快构建新型职业农民队伍,强化人才对现代农业发展和新农村建设的支撑作用。
      方法/过程   运用文献分析法、对比分析法,分析当前中国新型职业农民制度存在的问题,考察借鉴日德等发达国家职业农民制度建设的成功经验,针对我国新型职业农民制度建设现状设计可行性路径。
      结果/结论   结果显示,国外职业农民制度建设经验体现在建立法律制度保障体系,严格执行职业农民准入制度,完善多元化农业教育培训体系,推进新型职业农民保障体系4个方面。基于现有不足,提出全方位构建法律制度、准入和退出制度、培训制度、保障制度、督查制度的经验范式,以供决策参考。

     

    Abstract:
      Objective/Meaning   It is helpful to draw lessons from the experience of professional farmer system construction in the agricultural developed countries to accelerate the construction of new professional farmer teams and strengthen the support function of talented persons to the development of modern agriculture and the construction of new countryside.
      Methods/Procedures   By means of the methods such as the literature analysis and comparative analysis, the existing problems of new professional farmer system in China were analyzed. Then, by studying the successful experience of the construction of professional farmer system in the developed countries such as Japan and Germany, the feasible path according to the current situation of the construction of new professional farmer system in China was designed.
      Results/Conclusions   The experience of the construction of professional farmer system in foreign countries was reflected in the following four aspects including establishing the guarantee system of legal system, strictly implementing the access system for professional farmers, improving the diversified agricultural education and training system, and promoting the security system for new professional farmers. Based on the existing deficiencies, the experience paradigm of building a comprehensive legal system, access and exit system, training system, security system and supervision system in an all-round way was put forward, so as to provide reference for the decision-making.
