Abstract:
Objective/Meaning The rural revitalization is not only the revitalization of villages, but also the overall revitalization of counties. It is of great significance to explore and build a county-scale evaluation index system for the rural revitalization to promote the rural revitalization and the economic development of counties.
Methods/Procedures Based on the general requirements of the rural revitalization strategy, 25 evaluation indicators for the rural revitalization and development in counties were constructed from five aspects including the industrial prosperity, livable ecology, rural culture and civilization, effective governance, and rich life. Then, based on the panel data of 75 agriculture-related counties (cities and districts) in Fujian Province from 2015 to 2019, the entropy method and TOPSIS method were used to comprehensively evaluate the development level of rural revitalization in counties.
Results/Conclusions The research showed that the implementation level of rural revitalization in all counties of Fujian Province showed an overall trend of fluctuation and rise, but there were great differences among different regions. On the whole, the development index of rural revitalization in all counties of Fujian Province was still not high, and the degree of coordination and promotion in all aspects needed to be improved. Accordingly, the policy suggestions were put forward including strengthening the top-level design, regularly evaluating the implementation level, and attaching importance to the ecological and environmental governance, etc.
