Abstract:
Objective/Meaning The new round of pilot reform of homestead system was started in 2020. The analysis on the reasons for the slow progress and unsatisfactory results of pilot reform in some pilot counties would provide reference for further promoting the pilot work.
Methods/Procedures By using the method of field investigation and case analysis, the reasons for the slow progress in the effect of pilot were analyzed from the internal and external perspectives of the pilot implementation of local departments and the homestead reform itself, and then some countermeasures were put forward.
Results/Conclusions From the perspective of the implementation of pilot projects by local departments, the lack of pilot funds, the weak capacity of pilot executive body, and the improper setting of pilot projects were the main factors that resulted in the slow progress of homestead reform by local governments. From the perspective of homestead reform itself, the reform has severed the two-way interaction between rural revitalization and urbanization strategy. The economic organization of village collective did not play the dominated role in reform but more depended on the government. At the same time, the reform failed to balance the market value and social value of homestead reform and lacked the relevant cooperation with other systems. Based on the above reasons, the next step of the pilot reform of homestead should implement the responsibility system of top leadership to coordinate the reform of relevant departments, coordinate the development space of urban and rural areas to two-wheel drive the pilot reform of homestead, strengthen the village collective autonomy to enhance the endogenous power of reform, and link with relevant supporting systems to promote the systematic reform of homestead.
