Objective/Meaning   It is an effective way to realize the modernization of national governance and implement the rural revitalization by modernizing the community-level governance systems and capacities and better translating the institutional advantages into the governance effectiveness.

  Methods/Procedures   By focusing on the “validity” and “limit” of technology, in view of the enabling effect of the “sinking” grassroots governance of digital technologies such as the mobile Internet, big data and block chain and the dilemma of digital transformation, some relevant countermeasures and suggestions were put forward for solving these problems.

  Results/Conclusions   The research showed that the feasible path to accelerate the digital transformation of grassroots governance was to effectively integrate and coordinate the collaborative governance of multiple subjects, change the governance concept of grassroots public officials, deepen the integration of block data, improve big data technology, establish the digital society, and realize the overall intelligent governance.
