Abstract: 【Objective/Meaning】Bytaking Sanming City of Fujian Province as the research object, its practical experience of constructing the base of forest health tourism was summarized, thus to provide reference for more cities to develop the forest health tourism. 【Methods/Procedures】By using the literature review method, the policies and measures of Sanming City in developing the forest health tourism were studied, from market cultivation to successful operation, and the industrial development was promoted by using the form of “recreation + tourism”. Through the analysis of its practice path, the experience and enlightenment of local government ininnovating the social governance were explored. 【Results/Conclusions】It was found that the innovative forms of social governance in the field of forest health tourism development in Sanming City could form referential experience and inspiration from four aspects of overall governance, government-society coordination, policy supply and industrial innovation.
