Abstract:
【Objective/Meaning】The new ideas, methods and mechanisms of scientific research management under the new situation were explored in this paper, and with the introduction of science and technology policy documents such as the abolition of “five only”(referring to only education background, qualifications, only “hat”, only papers, and only projects) as an opportunity, the reference was provided for improving the system and measures of scientific research reform and development in colleges and universities that were connected and matched with them. 【Methods/Procedures】The current situation of scientific research management in colleges and universities under the new situation was analyzed, and the suggestions for improving the path of scientific research management in universities under the new situation were discussed according to the problems existing in the scientific research management. 【Results/Conclusions】The results showed that there were some problems in the current scientific research management in colleges and universities, such as unreasonable index setting in the evaluation and incentive management, unsmooth multi-platform collaboration in the collaborative innovation management, the neglect of substantive transformation in the achievement transformation management, and inflexible system design in the guarantee service management. Based on this, the path choices were put forward, including creating the healthy academic atmosphere for scientific research, establishing the management system for scientific research funds, strengthening the construction of new-type think tanks with the characteristics of university, and constructing the system of quality improvement for scientific education, etc.
