基于DEA模型的四川省农业科技创新效率的测算与优化

Calculation and Optimization of Agricultural Scientific and Technological Innovation Efficiency in Sichuan Province Based on DEA Model

  • 摘要: 【目的/意义】农业科技创新是实现农业农村现代化的关键,其效率影响区域经济发展水平和科技竞争能力。通过了解四川省农业科技创新现阶段的实际水平,以改善四川省农业科技创新资源配置,帮助四川省实现从农业大省向农业强省的转变。【方法/过程】研究利用“一干多支,五区协同”新空间布局协同发展战略背景下四川省2018年21个市州的具体数据,将其分为5大经济区域,构建农业科技创新投入与产出指标评价体系,并使用DEA模型分析测算四川省农业科技创新的综合效率、纯技术效率和规模效率,并结合测算结果进行投影结果优化。【结果/结论】结果显示:(1)四川省农业科技创新综合效率、纯技术效率和规模效率均存在较大的提升空间,发展最好的是成都平原经济区,未来发展重点应以川东经济区为主;(2)通过投影分析和投入产出松弛变量测算,四川省各市州创新过程中都有不同程度的投入冗余和产出不足的问题。提出应优化农业科技创新要素的资源配置,实现第一产业的可持续发展;应加快农业科技服务体系的建设,提高科技成果转化率;应采取区域协调发展的思路,逐步缩小区域间农业科技创新的差距。

     

    Abstract: 【Objective/Meaning】The agricultural scientific and technological innovation is the key to realize the agricultural and rural modernization,and its efficiency affects the level of regional economic development and the competitiveness of science and technology. The actual level of agricultural scientific and technological innovation in Sichuan Province at the present stage was understood in this paper,in order to improve the resource allocation of agricultural scientific and technological innovation in Sichuan Province,and help Sichuan Province to realize the transformation from a big agricultural province to a strong agricultural province. 【Methods/Procedures】Based on the specific data of 21 cities and prefectures in Sichuan Province in 2018 under the background of the new spatial layout and collaborative development strategy of “one trunk,multiple branches,and collaboration of five districts”,they were divided into five major economic regions,and the input and output index evaluation system of agricultural scientific and technological innovation was constructed. Then,the DEA model was used to analyze and calculate the comprehensive efficiency,pure technical efficiency and scale efficiency of agricultural scientific and technological innovation in Sichuan Province,and the projection results were optimized in combination with the estimation results. 【Results/Conclusions】The results showed that:(1) there was a large space for improvement in the comprehensive efficiency,pure technical efficiency and scale efficiency of agricultural scientific and technological innovation in Sichuan Province,and the best development was in Chengdu Plain Economic Zone,and the future development should be focused on the economic zone in eastern Sichuan;(2) Through the projection analysis and the input-output relaxation variable calculation,there were different degrees of input redundancy and output shortage in the process of innovation in Sichuan Province. Therefore,the countermeasures were put forward including optimizing the resource allocation of agricultural scientific and technological innovation elements to realize the sustainable development of the primary industry; accelerating the construction of agricultural science and technology service system to improve the conversion rate of scientific and technological achievements; adopting the idea of regional coordinated development to gradually narrow the gap of agricultural scientific and technological innovation between regions,etc.
