Analysis on Operation Mechanism of S&T Project Management Agencies in Developed Countries and Its Enlightenment

  • 摘要: 【目的/意义】分析发达国家典型科技计划项目管理专业机构的运行机制,为提升广西的科技计划项目管理专业机构运行效率和项目管理水平提供经验启示。【方法/过程】利用文献分析法,从机构职责、内部机构管理模式、项目管理模式、监督模式等方面对美、英、德等发达国家典型科技计划项目管理专业机构的运行机制进行分析总结。【结果/结论】借鉴发达国家成功经验,广西应从提升专业机构独立性、增强专业机构专业性与针对性、优化专业机构组织架构、完善市场机制与评估机制、推动专业机构协调性等方面提高专业机构的运行效率与项目管理能力。

     

    Abstract: 【Objective/Meaning】 The operation mechanism of typical S&T project management agencies in developed countries was analyzed in this paper,in order to provide experience and enlightenment for improving the operation efficiency and project management level of professional agencies in Guangxi. 【Methods/Procedures】 Based on the literature analysis method,the operation mechanisms of typical professional agencies in the developed countries such as USA,UK and Germany were analyzed and summarized in terms of the institutional responsibility,internal institutional management model,project management model and supervision model. 【Results/Conclusions】 By learning from the successful experience of developed countries,Guangxi should improve the operational efficiency and project management ability of professional agencies by improving their independence,enhancing their specialization and pertinence,optimizing their organizational structure,perfecting their market mechanism and evaluation mechanism,and promoting their coordination.
