Abstract:
【Objective/Meaning】 With the deepening of the reform of collective forestry property rights in China,the problem of mortgage loans with forestry rights in the forestry professional cooperative economic organizations has become prominent. By analyzing the process and existing problems of mortgage loans with forestry rights in the cooperative forest farms,the more effective mortgage model was explored,thus to provide reference for other regions. 【Methods/Procedures】 By taking the forestry professional cooperative economic organizations of Hongtian Village in Yong' an of Sanming City as an example,its policy-based credit model and commercial credit model were studied by using the methods of literature review,case study,and interview,thus to further analyze the problems existing in the mortgage loans with forest rights in the cooperative forest farm of Yong'an in Sanming. 【Results/Conclusions】 The results showed that there were some existing problems,such as the failure of the internal financing function of forestry cooperative organizations,the lack of professional financial cooperative organizations in rural areas,the insufficient incentive function of government support,and the failure to confirm the rights to the households in the reform of collective forestry property right system. Therefore,the countermeasures were put forward including giving full play of the internal financing function of forestry cooperative organizations,promoting the construction of government-led forest tenure purchasing and storage guarantee institutions,standardizing and improving the processes of forest tenure guarantee purchasing and storage,cultivating and developing the rural professional financial cooperative organizations,innovating the way of government support,and continuing to deepen the reform of collective forestry property right system,etc.
