广西三江县稻田养鱼助推扶贫的成效与对策

Effects and Countermeasures of the Promotion of Poverty Alleviation by Raising Fish in Paddy Fields in Sanjiang County of Guangxi

  • 摘要: 【目的/意义】研究和分析广西三江县稻田养鱼助推扶贫的有效举措以及存在问题,为其他贫困地区提供参考。【方法/过程】通过对三江县稻田养鱼产业实地调研和相关数据的搜集,总结和分析三江县稻田养鱼扶贫举措及存在问题,提出相关对策建议。【结果/建议】广西三江县是国家级深度贫困县,稻田养鱼在当地有着悠久的历史和良好的基础,通过推行政策扶持,对口帮扶;科技引领,模式创新;产业联动,有效管理;品牌建设,标准生产等有效举措,截至2018年大力发展稻田养鱼产业共计7.5万hm2,帮助约3.7万贫困人口脱贫致富,取得了良好的成效。但是仍存在模式推广不足,产业不强;产品单一,缺少特色;品牌较弱,营销欠缺等问题。提出推广新模式,培育新品种;联动多产业,研发新产品;塑造优品牌,多渠道营销等策略。

     

    Abstract: 【Objective/Meaning】The effective measures and existing problems of promoting the poverty alleviation by raising fish in paddy fields in Sanjiang County were studied and analyzed, so as to provide references for other poor areas. 【Methods/Procedures】Based on the field investigation and the related data collection on the industry of raising fish in paddy fields in Sanjiang County, the measures and existing problems of the poverty alleviation by raising fish in paddy fields in Sanjiang County were summarized and analyzed, and then the relevant countermeasures were put forward. 【Results/Conclusions】Sanjiang County of Guangxi was a national-level county with deep poverty. The fish culture in paddy fields had a long history and a good foundation in Sanjiang County of Guangxi. By carrying out the effective measures such as the counterpart assistance by policy support, model innovation by science & technology leading, effective management by industrial linkage, standard production by brand building, the industry of raising fish in paddy fields has been vigorously developed with a total of 75000 hm2, and the good results have been achieved in helping about 37000 poor people get rid of poverty and become better off. However, there were still some existing problems such as the insufficient model promotion and weak industry, single products and lack of features, weak brands and lack of marketing, etc. Therefore, the corresponding strategies were put forward including cultivating the new varieties by promoting new models, researching and developing the new products by multi-industrial linkage, multi-channel marketing by building excellent brands and so on.
