Abstract: 【Objective/Meaning】By studying the development of agricultural industrial cluster in Pingtan, the existing advantages and disadvantages were analyzed, which would be helpful to promote the specialization of agriculture in Pingtan and the development of industrial cluster, so as to promote the development of agriculture and increase the farmers' income. 【Methods/Procedures】Based on the theory of agricultural industrial cluster, the specialization degree of agriculture in Pingtan(in the broad sense) and the specialization degree and centralization degree of each industry of agricultural internal structure from 2008 to 2018 were calculated by the formula of location quotient and concentration coefficient, and then the overall advantages and competitiveness of the agricultural industrial cluster in Pingtan were analyzed by using the diamond model. 【Results/Conclusions】The results showed that:(1) The location quotient of agriculture in Pingtan(in the broad sense) reflected a higher level of specialization, which means that Pingtan could provide products and services to other areas.(2) The location quotient of fishery and agricultural service industry reached the professional level with a high degree of concentration, and the location quotient and concentration factor of animal husbandry increased steadily.(3) There were deficiencies in the development of agricultural industrial cluster in Pingtan in terms of the talent training, the scientific and technological innovation ability, the implementation and supervision of policy advocacy, the brand building, the utilization of land resource, the capacity for resisting natural disasters and the industrialization level. Therefore, the countermeasures were put forward including further optimizing the talent introduction and training system, making full use of the geographical advantages to conduct the science and technology cooperation with Taiwan, improving the system of scientific popularization of agricultural policies to the countryside, promoting the establishment of well-known agricultural brands with distinctive features, steadily promoting the land transfer, improving the guarantee for subsistence of agricultural insurance, and appropriately guiding the large-scale development of leading enterprises, thus to accelerate the process of agricultural industrialization and boost the development of large-scale agricultural economy in Pingtan.
