Abstract: 【Objective/Meaning】The analysis of the economic, policy and social characteristics of the governance of urban and rural communities in Jinan District in recent years was conducive to the overall, comprehensive and systematic understanding of the deficiencies in the governance of urban and rural communities in Jinan District, which could provide effective direction for the current community governance in Jinan District of Fuzhou. 【Methods/Procedures】The comprehensive benefits of community governance in Jinan District were analyzed by means of the methods of literature research, field investigation and analytic hierarchy process (AHP). 【Results/Conclusions】The research found that in recent years Jinan District has achieved remarkable results in the governance of urban and rural communities, but there were still some deficiencies in details. To optimize the layout of urban and rural communities, promote the multi-participation in community governance, improve the governance system of urban and rural communities, and stimulate the enthusiasm of community residents to participate in community governance would be the effective ways to optimize the community governance.
