Abstract: 【Objective/Meaning】Under the long-term social management system of administrating the city and countryside separately in the past, the unequal distribution of various resources between urban and rural areas has made the rural development into a bottleneck. Therefore, under the background of urban-rural integration, according to the local rural economic and social development in Jinan District, the road for the governance of urban and rural communities was actively explored, in order to speed up the construction of rural communities. 【Methods/Procedures】The methods such as literature research and case analysis were used to explore the experience measures of the transition of rural community governance in Jinan District and the problems that still needed to be improved. 【Results/Conclusions】The results showed that Jinan District has made certain achievements in transportation facilities, public services and the construction of digital community, but there were also some problems such as shortage of talents, difficulties in land transfer, lagging construction of community culture and low popularity of industrial brands. Based on this, it was put forward that the governance of rural communities in the new era could start from the aspects of politics, economy, culture and hard infrastructures, and strive to build the civilized and peaceful rural communities with orderly management, perfect services, good public security and clean environment, thus to realize the coordinated development of urban and rural economy and society.
