莆田农村人力资源开发存在的问题与对策

Problems and Countermeasures in the Development of Rural Human Resources in Putian

    目的/意义 
    随着我国城镇化建设进程的加快,农村人力资源开发工作越发重要,文章以地方农村人口为主体视角,以城镇化进程中应重视的人力资源为切入点,以解决莆田市城镇化进程中农村人力资源开发存在的问题。
    方法/过程 
    通过文献查阅、实地访谈等方法对莆田市农村的人力资源状况、影响因素进行分析。
    结果/结论 
    调查发现,莆田农村人力资源开发存在当地政府资金投入不足,农村继续教育体制不健全,人力资源开发体系不完善,以及农村人口素质提升观念意识淡薄等现实问题,为此分别从政府、企业和农村居民个人三个层面提出相应的对策。

     

    Abstract:
    Objective/Meaning 
    With the acceleration of urbanization process in China, the development of rural human resource is becoming more and more important. This paper took the local rural population as the main perspective, and took the human resources that should be paid attention to in the process of urbanization as the starting point to solve the problems exisiting in the development of rural human resources in the process of urbanization in Putian.
    Methods/Procedures 
    Through literature consulting and field interviews, the human resources status and influencing factors of rural areas in Putian were analyzed.
    Results/Conclusions 
    The survey found that there were some practical problems in the development of rural human resources in Putian, such as insufficient investment of local government funds, imperfect system of rural continuing education, imperfect system of human resources development, and weak awareness of improving the quality of rural population.Therefore, the corresponding countermeasures were put forward from the three levels of government, enterprises and rural residents.
