基于DEA模型的河北省科技成果产出效率分析

Analysis on Scientific and Technological Achievements Output Efficiency of Hebei Province with DEA Model

  • 摘要: 【目的/意义】科学技术作为第一生产力,各级地方政府在加大科技投入的同时往往忽略了科技产出的效率问题,如何在既定投入下实现科技成果的产出最大化具有重要意义。【方法/过程】以河北省11个地级市作为决策单元(DMU),通过构建相应的投入产出指标体系来对河北省2014-2016年的科技成果产出效率进行分析;在具体分析过程中主要运用了MaxDEA软件中的DEA-BCC模型对各DMU的综合技术效率、纯技术效率和规模效率进行评价,并在此基础上运用投影分析对无效DMU的径向调整比例和松弛调整比例进行估计。【结论/结果】结果表明,目前河北省的科技成果产出效率明显偏低,各地区之间的产出效率差异较大,近年来各地区的纯技术效率呈现递减的趋势,而规模效率呈现出递增的趋势。

     

    Abstract: 【Objective/Meaning】Science and technology is the primary productive force. The local governments at all levels often neglect the efficiency of scientific and technological output while increasing investment in science and technology. How to maximize the output of scientific and technological achievements under the given input is of great significance.【Methods/Procedures】In this paper, with 11 prefecture-level cities in Hebei Province as the decision-making unit (DMU), the output efficiency of scientific and technological achievements in Hebei Province from 2014 to 2016 was analyzed by constructing corresponding input-output index systems. The DEA-BCC model in MaxDEA software was used to evaluate the comprehensive technical efficiency, pure technical efficiency and scale efficiency of each DMU. And then the projection analysis was used to estimate the radial adjustment ratio and slack adjustment ratio of the invalid DMU.【Results/Conclusions】The results showed that the output efficiency of scientific and technological achievements in Hebei Province was obviously low, and the output efficiency of different regions was with obvious difference. In recent years, the pure technical efficiency of each region shows a decreasing trend, and the scale efficiency shows an increasing trend.
