Abstract:
【Objective/Meaning】Science and technology is the primary productive force. The local governments at all levels often neglect the efficiency of scientific and technological output while increasing investment in science and technology. How to maximize the output of scientific and technological achievements under the given input is of great significance.【Methods/Procedures】In this paper, with 11 prefecture-level cities in Hebei Province as the decision-making unit (DMU), the output efficiency of scientific and technological achievements in Hebei Province from 2014 to 2016 was analyzed by constructing corresponding input-output index systems. The DEA-BCC model in MaxDEA software was used to evaluate the comprehensive technical efficiency, pure technical efficiency and scale efficiency of each DMU. And then the projection analysis was used to estimate the radial adjustment ratio and slack adjustment ratio of the invalid DMU.【Results/Conclusions】The results showed that the output efficiency of scientific and technological achievements in Hebei Province was obviously low, and the output efficiency of different regions was with obvious difference. In recent years, the pure technical efficiency of each region shows a decreasing trend, and the scale efficiency shows an increasing trend.
