闽台农民合作经济组织人才对接机制探究

Talent Docking Mechanism for the Farmers Cooperative Economic Organization in Fujian and Taiwan

  • 摘要: 【目的/意义】农民合作经济组织是提高农民组织化程度,是应对“大市场、小农户”局限性的有效制度安排。通过对闽台农民合作经济组织人才机制的剖析,探讨两地农民经济合作组织人才对接,以期进一步促进福建省农民合作经济组织健康可持续发展;同时对闽台合作经济组织人才资源优化合作形成放大效应,进一步提高两岸农民农业生产经营收益,促进闽台农业以及经济社会的深入融合,构建两地双赢局面。【方法/过程】本文在分析福建省农民合作社人力资源现状基础上,运用案例分析法对“闽台缘高山茶产销专业合作社”人才管理模式进行剖析。【结果/结论】提出应从人才培养开发机制、人才激励保障机制、人才流动配置机制三方面建立闽台农民合作经济组织人才对接机制的对策建议。

     

    Abstract: 【Objective/Meaning】Farmer cooperative economic organization is an effective institution to improve farmers' organization degree and to deal with the limitation of “big market and small farmers”.In this paper, we introduced the talent mechanism and talent docking mechanism of farmers cooperative economic organization in Fujian and Taiwan in order to further promote the healthy and sustainable development of farmers cooperative economic organizations in Fujian;meanwhile to increase the effects of talent resources optimization, improve the agricultural production and management profits of farmers, and deepen the integration of agriculture and economic between Fujian and Taiwan;and finally to build the win-win situation between both sides.【Methods/Procedures】On the basis of the present situation of human resources for farmers cooperatives in Fujian Province, the talent management mode of Mintaiyuan high mountain tea producing and marketing professional cooperatives was analyzed as an example.【Results/Conclusion】Based on the above results, several countermeasures for the establishment of talent docking mechanism of farmers cooperative economic organization in Fujian and Taiwan were put forward, including the talent training and development mechanism, the talent incentive and guarantee mechanism, and the talent flow and disposition mechanism.
