Abstract: With Jiangyin Town of Fujian Province as the research object, the strengths, weaknesses, opportunities and challenges for provincial “small city” cultivation were analyzed. Based on local conditions and policy advantages, suggestions for provincial “small city” cultivation in Jiangyin were promoted as follows: clear development orientation according to practical conditions; improve infrastructure construction and construct satisfied human settlements; deepen the reforms and promote innovation on mechanism; enhance the abilities of party groups and members, and implement the responsibility policy; enhance the security strength of elements; increase participation of the public; promote comprehensive development of social undertakings.
