Abstract: The administration privileges of the strong towns of economy are low, and their developments have been restricted by more and more institutions in our country. The pilot projects of cities upgraded from towns which are advanced by the new urbanization are expected to break this bottleneck, but it is still necessary to explore the successful experience in practice. By analyzing the successful experience of Shishi City, the countermeasures are put forward in this paper, namely, the Jinjing Town of Jinjiang City should learn from the experience of Shishi City to actively explore the experimentations in small urban reform from such aspects as enhancing the popularity gathering, selecting the appropriate models and obtaining the superior governments’ support, etc.
