Abstract: The young scientific and technological talents are the important resources for scientific & technological advancement and economic & social development of a nation or region. As special funds to strengthen the training of young scientific and technological talents and enhance the basic research level in related fields, the Outstanding Youth Science Foundation plays an important role in the training of outstanding youth academic and technical leaders. The implementation, achieved results and existing problems of the Outstanding Youth Science Foundation projects in Fujian from 2009 to 2012 were summarized and analyzed in this paper. Then, on the basis of this, the countermeasures were further put forward to improve the training of outstanding youth academic and technical leaders in Fujian.
