Abstract: The new concepts and development strategies of "innovation, coordination, green development, opening up and sharing" were proposed at the Fifth Plenum of the 18th CPC Central Committee. The important connotation meant that innovation as drivers, overall plan and coordination, green entrepreneurship, reform and opening up and achievement sharing, thus to identify the goals and directions for building a moderately prosperous society in all aspects. In the wave of scientific and technological innovation and green development, agricultural development should be based on new starting points, establish new patterns, expand new connotations and achieve new leaps.The important connotation and practical significance of high efficient ecological agriculture were elaborated in this paper.Then, the main patterns and key techniques of precise poverty alleviation with technology were studied.By combining with the practical situation of soil erosion areas in Fujian, some countermeasures were further proposed to enhance the development of high efficient ecological agriculture in the countries of hilly areas.
