Abstract:  During the 12th Five-Year period, China’s ability for science and technology independent innovation has been improved continuously, and a major breakthrough has been made in the key areas and core technologies, and the output ratio of scientific and technological achievements has been rising, too.This paper summarized the scientific and technological workers’ roles played in the transformation of sci-tech achievements, and then discussed their statuses and the main problems faced in the transformation.Finally this paper put forward some countermeasures from the aspects such as cultivating the scientific and technological workers, constructing their growth environment and so on.
