Abstract: The construction of leisure agriculture and beautiful village had become a policy orientation of China’s agricultural and rural development, as well as an important channel for agricultural structural transformation and farmers’income increasing.Based on the empirical analysis of ordinary village planning in mountainous areas of northern Fujian, this paper analyzed and assessed the leisure resources, and then proposed the ideas of development planning on leisure agriculture in Xiaoqiao Village of Jiyang Town, Jian’ou City from the five aspects of guiding ideology, planning principle, planning positioning, planning emphasis, etc.Furthermore, in view of the problems existed in the construction of beautiful village which included emphasizing on the ecological beauty and neglecting the benefits of local residents, the specific management strategies were put forward from the four aspects of the farmers’home management, marketing management, product management and financial management.
